Changes to departments of government

The Premier is responsible for determining departmental functions and responsibilities.

Under Chapter 6, part 2 of the Public Sector Act 2022, departments of government are declared by the Governor in Council by gazette notice. The Governor in Council may also, by gazette notice, establish, amalgamate, add, divide, name, rename or abolish a department or other government entity.

A Departmental Arrangements Notice (DAN) is prepared to declare departments of government, or to establish, amalgamate, add, divide, name, rename or abolish a department or other government entity. DANs are prepared on the Premier’s instructions following a state general election.

In addition, amendments to departmental arrangements are made from time to time with the approval of the Premier. When not initiated by the Premier, changes to departmental arrangements may arise at the written request of a Minister or Ministers, or as a result of a Cabinet or Cabinet Budget Review Committee (CBRC) decision.

A DAN is prepared by the Public Sector Commission and certified by Crown Law. Once declared by the Governor in Council, the DAN is published in the Queensland Government Gazette.

Note on corporate and executive services

With the movement of nominated "significant" functions from one department to another, there will also be associated corporate and executive services resources moving to the new department. These resources (e.g. staff, budget and assets) would be negotiated and agreed to between the respective CEOs and the Public Sector Governance Council.
